About

The Utah Renewable Communities (URC) is a coalition of 19 towns, cities, and counties across Utah who are working in partnership with Rocky Mountain Power to launch a new clean energy program. This program aims to offer Rocky Mountain Power customers a choice to supplement their current energy mix with additional clean energy at a minimal cost increase.

The URC is soliciting clean energy resources that:

  • can achieve commercial operation no later than Dec 31, 2029

  • are located in Utah, Wyoming, or Idaho (with additional points possible for Utah projects)

  • will interconnect directly with PacifiCorp transmission

  • have received at least an interconnection study (good) or have a signed interconnection agreement (better)

  • are between 2 and 300 Megawatts in size

Bid fees, payable to Millcreek, are:

  • $15,000 for projects larger than 10 Megawatts, and

  • $5,000 for projects 10 Megawatts and smaller

The required Base Bid must represent a Power Purchase Agreement (PPA) for generation only with a fixed price per Megawatt-hour over a term of 25 years. Bidders may additionally submit two optional add-ons (storage add-on and post-PPA sale add-on) and two optional variants (20-year bid variant and Build Transfer Agreement variant) with a single bid fee.

Bids are proposed to be evaluated in three phases:

  • Phase 1: Interconnection and Project Readiness

  • Phase 2: Initial Short List (cost and other factors)

  • Phase 3: Final Short List (net-cost of energy, net-cost of contract, CO2 reductions, and other factors)

For bids to advance to Phase 3 scoring, PacifiCorp will require a bid analysis fee of $12,500 to determine the bid's financial benefit and estimated CO2 reductions. If an optional storage add-on also advances to Phase 3 evaluation, PacifiCorp will require two $12,500 bid analysis fees, one for the Base Bid and another for the optional storage add-on ($25,000 total).
